APPOINTMENT DECISION

Chief Executive Officer of the Vietnamese Community Social Services Office

Melbourne, August 30, 2025

Dear Community Leaders and Members,

In light of upcoming changes to aged care policies by both the Federal and State Governments, the Executive Committee of the Vietnamese Community in Victoria (CĐNVTD-VIC), during its meeting on July 20, 2025, unanimously agreed to appoint Mr. Nguyễn Hiệp as the Chief Executive Officer of the Vietnamese Community Social Services Office.

Mr. Nguyễn Hiệp is tasked with researching government social welfare policies, including aged care, disability support, and youth programs, to restructure the Vietnamese Community Social Services Office. This restructuring aims to ensure the following objectives are met:

  1. Establishment of a Office Management team: Comprising qualified professionals to oversee the application process for licenses to provide aged care services.
  2. Focus on Social Welfare Services: The Office Management team and its staff will exclusively focus on delivering social welfare services in strict compliance with Australian policies and regulations.
  3. Initial Volunteer Phase: Members of the Office Management Team will serve on a voluntary basis initially. Once the office generates revenue and operates sustainably, they will transition to salaried community employees.
  4. Development of Social Services: The Office Management Team is responsible for designing and implementing effective social welfare services to meet community needs.
  5. Reporting Obligations: The Office Management Team must provide regular reports to the Executive Committee and present at the Community General Meetings when requested.
  6. Eligibility for Leadership Roles: Members of the Office Management Team are only eligible to run for the positions of Vice President for Internal Affairs or Vice President for External Affairs within the Executive Committee.
  7. Support for Funding Applications: The Chief Executive Officer will assist the Executive Committee in securing government funding to strengthen and develop the community.

This appointment takes effect from August 30, 2025.
