AVRNC: Purpose of Silent Protest Demanding Nguyễn Quang Duy Step Down and Hand Over

The Australian-Vietnamese Refugees National Council (AVRNC) wishes to share with you and our fellow community members the content of the bilingual (Vietnamese-English) leaflet distributed by us and members of the Vietnamese Community in Victoria (CDNVTD-VIC) at the Mid-Autumn Festival in Springvale yesterday, September 19, 2026—an event organised by Mr. Nguyen Quang Duy, who lost the election yet continues to usurp the title of president. We provide this information so that you may be fully apprised of the purpose and nature of the protest organized and coordinated by our Council.
Respectfully,
Nguyen The Phong OAM
President AVRNC

SILENT PROTEST DEMANDING NGUYỄN QUANG DUY STEP DOWN AND HAND OVER
A/ PURPOSE:
· We are not coming to Springvale to oppose the Mid-Autumn Festival.
· We are not coming to spoil a day of celebration for children.
· Nor are we coming to cause conflict with the Organizing Committee.
We are here to protest the legitimacy of the organizer, Mr. Nguyen Quang Duy (NQD) and to demand that he, the unelected President, step down and hand over to the newly elected VCA-VIC Executive Committee for the 2026–2030 term.
This is why we have chosen the form of a SILENT PROTEST today, with banners demanding that Mr. Nguyễn Quang Duy hand over the position.

B/ DEVELOPMENTS AND THE CURRENT STATUS OF VIETNAMESE COMMUNITY IN VICTORIA (VCA-VIC):
• June 28, 2026, was the election day for the new Executive Committee of CDNVTD-VIC for the 2026–2030 term with the following results:
o Xay Dung and Phat Trien Ticket: 1115 votes (NQD)
o Chung Suc Vi Cong Dong Ticket: 1341 votes (Thuy Dang)
• At all five (05) polling locations, neither the polling station supervisors nor representatives of either of the two candidate tickets witnessed any act of electoral fraud.
• After counting the ballots, the Election Committee announced that the ticket represented by Mr. Nguyễn Quang Duy had lost the election and required Mr. Nguyễn Quang Duy to HAND OVER to the winning ticket.
• However, more than two months have passed, and Mr. NQD has not handed over, claiming that there was fraud in the election without presenting evidence.
• Six (06) former VCA-VIC Presidents and 25 organisational members have signed and written letters demanding that Mr. NQD hand over the position.
• On August 23, 2026, hundreds of Community members protested in front of the National Ancestors’ Temple and the Community Activity Centre to object and demand that NQD step down and hand over the position.

C/ IN SUMMARY:
We, Vietnamese people who stand for justice and members of VCA-VIC, therefore demand:
· Mr. Nguyễn Quang Duy, for the future, stability, and unity of the Community, please step down and hand over to the newly elected Executive Committee represented by Ms. Thúy Đặng (Dáng Thơ).
· End all acts of usurping authority and falsely representing yourself as the President of the Vietnamese Community in Victoria.
This Mid-Autumn Festival celebration should have been organized by the newly elected Executive Committee for 2026–2030, not by Mr. NQD, who has usurped authority and falsely represented the organization.
